Every item of the strategic plan (orientation, objective, means) and every action in an action plan can be assigned to an owner and one or more collaborators.

The owner is accountable for progress and updates, while collaborators contribute to execution without bearing final responsibility. This clear distinction shows, at all times, who leads what and who takes part.

An action can be broken down into tasks, each with its own owner, dates and weighting. Everyone sees what concerns them: managers filter their department's actions, collaborators find the ones they take part in, and filters by date or by indicator bring out what needs attention.

What is the difference between a working note and a review note?

Working notes support day-to-day coordination and stay within the team. Review notes are reserved for official accountability reporting: they feed the reports intended for the board of directors, the public or funders. What was documented during follow-up does not need to be rewritten at review time.
